The organization of the heat energy market in the Republic of Croatia is based on the conclusion of a contractual relationship between end customers and:
- a heat energy buyer or
- a heat energy supplier.
The contract with a heat energy buyer is signed by end customers within apartment buildings and/or privately-owned houses connected to joint heat energy meters. More information on contract conclusion is available

A heat energy buyer must be entered into the
Register of Heat Energy Buyers, published on the web site of the Croatian Energy Regulatory Agency (HERA).
The contract with a heat energy supplier is signed by end customers with their own separate metering points and autonomous management of their interior heating installations. The end customer enters into a heat energy supply agreement with HEP-Toplinarstvo (District Heating) as a selected heat energy supplier. More information on contract conclusion is available

Heat energy supply is an energy activity. The heat energy supplier must obtain the licence issued by the Croatian Energy Regulatory Agency (HERA).
